Who are Abley Letchford Partnership

 

Abley Letchford Partnership Ltd was formed in 2014 to provide development planning and infrastructure engineering design and consultancy to clients throughout the UK.

The company was founded by Leigh Abley and Shaun Letchford who already had a successful working relationship based on common principles of what clients need and want from a consultancy.

Embracing modern design practices and techniques, but retaining the more personal client focused philosophies of yesteryear, Abley Letchford provides high quality, professional client services that focus on the key requirements of our customers in order to achieve a successful outcome.

From project conception to completion, we take pride in forming mutually beneficial partnerships. We provide realistic budgets, timescales, project appraisals and deliverables throughout the project lifecycle and consistently strive to exceed clients’ expectations.

Our experienced staff have worked for both consultants and clients, from small family businesses through to multinational PLC’s. We are therefore able to take the positive aspects from past experiences to establish a client focused company with a fresh approach.

LEIGH ABLEY. Director
With over 20 years’ worth of exposure within the field of civil engineering, infrastructure and highway engineering, Leigh is an experienced Incorporated Engineer and highly trusted professional. A commercially aware and dedicated individual, he is able to support clients through the whole development process. Having worked with and been employed by some of the UK’s top house builders, Leigh has been responsible for the design and management of a wide variety of projects, assessing the development impact and engineering requirement of major commercial, residential and industrial schemes.

He is a multi-skilled civil engineer with solid grounding and experience in all aspects of civil engineering including design and construction supervision. Leigh held the post of Infrastructure Technical Director for 7 years at RPS Planning & Development Ltd’s offices in Newbury and Abingdon, where he had Line Manager responsibilities for a team of engineers and technicians. Leigh also had direct involvement in Business Unit Management decisions, marketing and future strategies.

His role as Project Director ensured quality, financial control and programme compliance, a position which was further enhanced by Leigh’s role as IMS Director overseeing the revision and implementation of the offices’ Integrated Management System.
SHAUN LETCHFORD. Director
Shaun is experienced in the planning, design and project management of development and infrastructure projects across all sectors of the industry. With a professional and dedicated attitude he builds strong client relationships throughout the project lifecycle in addition to achieving the desired aims.

With over 15 years’ experience working for three major global consulting engineers, Shaun has gained both office and site experience in highway and infrastructure planning, engineering and design. He has delivered high quality schemes from inception through to completion and managed multi-disciplinary related projects. He has been heavily involved with large civil engineering projects dealing with public bodies.

Shaun has compiled Site Specific Flood Risk Assessments to NPPF, PPS25 and TAN15 as well as delivered SuDS and drainage strategies and detailed design. He has produced utilities strategies for Infrastructure Delivery Plans, Area Action Plans and specific development parcels.

Shaun has a good knowledge of CDM and Health and Safety legislation having previously been responsible for implementation of a Business Management System inc
PETER JONES. Transport Director
An accomplished transport planner with over 18 years of experience, Peter has considerable expertise of providing development planning advice for significant development projects throughout the UK.

Peter’s proficiency in formulating transport, accessibility, sustainability and demand management strategies for development proposals have helped to realise the commercial value of his client’s sites. Peter is very experienced in the design of highway infrastructure schemes, and specialises in the delivery of integrated proposals for significant developments aimed at encouraging travel by public transport along with initiatives to promote walking and cycling.

His experience covers a wide range of projects including large scale residential, mixed use, employment, retail and leisure developments. He is fully conversant with the transport and highway requirements of such development and is able to assist at all stages from the feasibility and masterplanning processes through to the award of outline planning and reserved matter consents.

Peter has a demonstrable track record in terms of achieving successful project outcomes and is highly experienced in consulting and negotiating with highway authorities. He regularly attends public consultation and key stakeholders events as well as speaking at Planning Committee Meetings and acting as Expert Witness at Public Inquiry.

Peter also has considerable experience in leading multi-disciplinary support teams for a number of projects and is adept at undertaking work best suited to meeting his client’s requirements, not least when budget and timescale constraints are challenging.
MIKE KNOWLES. Senior Consultant
Mike brings extensive experience and knowledge having worked in the field of highways and transport planning for over 40 years. Mike is available to advise on complex transport strategies and planning applications as well as being able to appear as an Expert Witness. In addition to appearing at numerous planning appeals and Inquiries Mike has also presented evidence to the Lands Tribunal and in the High Court.

Mike was a Founding Partner of TPK Consulting and more recently a Divisional Director with RPS.

Having worked in both the public and private sectors he is very well placed to ensure that discussions and negotiations with Local Authorities and Highways England are undertaken effectively and such as to deliver commercially viable and attractive projects for clients. Mike has a proven track record on residential, commercial, leisure, industrial and gravel extraction/landfill proposals.
